feat: IRC — add first-class channel support

Adds IRC as a first-class channel with core config surfaces (schema/hints/dock), plugin auto-enable detection, routing/policy alignment, and docs/tests. Co-authored-by: Vignesh <vigneshnatarajan92@gmail.com>
