* feat(ci): weekly Codex sweep for date-carrying to-dos
Mondays 06:23 UTC (plus default-branch-only manual dispatch with
dry_run): a deterministic prefilter collects candidate lines where
to-do markers co-occur with date tokens, plus every deprecated compat
record from the plugin registry; a pinned openai/codex-action step
judges each candidate in context (genuine dated commitment vs
historical date or fixture) and writes an OVERDUE / DUE-30-days /
FUTURE report; a separate privileged job validates the report (tracked
file:line locations, date shape, inert text) and upserts one
marker-tagged tracking issue via the Barnacle app token, commenting
only when items newly become due.
The app token is minted on a fresh runner and checkout — never beside
Codex or its child processes; only the validated report artifact
crosses jobs. No permission-* subsets on token minting (installations
reject explicit subsets; see pr-ci-sweeper).
* chore(ci): localize upsert helpers with no external consumers
Live verification showed dropped-CI PRs report mergeable=null and
mergeable_state=unknown indefinitely: the stuck merge-ref computation is
the same failure that dropped their CI, and close/reopen is what
un-sticks it. The pending-mergeability skip therefore made the primary
repair population permanently unsweepable (three real dropped PRs skipped
across three consecutive sweeps). Keep skipping computed conflicts; a
not-yet-computed conflict costs at most one budgeted re-fire.
* ci: add hourly PR CI sweeper for dropped pull_request runs
Fresh PRs race GitHub's merge-ref computation: the open-event CI run can
drop entirely or be created as an un-rerunnable startup_failure (~10-16
runs daily). The sweeper lists recently updated open PRs hourly, finds
heads whose only pull_request-event CI runs are startup failures (or
missing), and re-fires the event by close/reopen with the Barnacle app
token (GITHUB_TOKEN events would not trigger workflows).
Safety: 10-minute quiet window, 24h lookback, skips drafts, merge
conflicts, pending mergeability, and auto-merge PRs (close cancels
auto-merge); revalidates state, head, and CI attachment immediately
before mutating; per-PR budget of two sweeper closes and a per-sweep cap
of ten; reopen-on-unknown ownership so a stranded close (silent) always
loses to a spurious reopen (visible); manual dispatch supports dry_run.
Accepted tradeoffs are documented inline: shared-SHA PR topologies can
mask a dropped run (skip-only miss; run.pull_requests matching would
break fork PRs), and app-auth failover at worst doubles the close budget.

the ci.yml test-types shard, mirroring the tsgo:scripts lane (#104348)
- changed-lane routing: test/**/*.ts (excluding fixtures) and the lane tsconfig
now trigger 'typecheck test root' in check:changed; previously test/ paths ran
lint only, so harness type errors surfaced first in CI (#104287 envDir case)
- burn down all 1071 latent type errors in the program: precise param/local
types across test/scripts, test/vitest, test/e2e, and transitive scripts/e2e
program members; 205 sibling .d.mts declaration files for imported .mjs
modules (committed separately); zero any, zero ts-expect-error
- resolve the pre-existing testing star-export ambiguity in
scripts/e2e/parallels/common.ts with an explicit re-export

- re-derive 51 .d.mts files from implementation data flow instead of
initializers: fix a wrong never return (runTestProjectsDelegation returns
the child), add encoding-sensitive exec/spawn overloads (plain-gh), restore
the full release profile union, make parsed paths string | null, add missing
parseArgs fields via help/non-help unions, add a missing sibling declaration
(budget-number-args), drop 15 unused lint directives
- precise install-record/tuple typing removes the type-aware oxlint
regressions the first declarations caused in scripts/e2e implementations
- route .mts declaration edits under test/ to the testRoot lane and reference
the test-root project from tsconfig.projects.json so tsgo:all covers it
(closes both review findings against the lane wiring)

The guard expectation still referenced the raw await import( form that
7ae5996bb3 (#103975) replaced with the importTargetPlan fallback helper;
the assertion fails on current main.
Codex review round four: workflows execute helper scripts from the
workflow ref, so comparing only the .github/workflows tree missed
script-only harness changes. Harness equivalence now means the git tree
diff between the candidate run's head SHA and the current workflow SHA
is itself release-metadata-only, using the same canonical classifier as
the target delta. The classifier's worktree overlay no longer applies
when --head is an explicit SHA, keeping SHA-exact comparisons exact.
Codex review round three: a prior green run may have executed with
different lane definitions; the resolver now compares the candidate
run head SHA's .github/workflows tree against the current workflow
ref before accepting its manifest.
Codex review round two: the reusable advisory input is global, so beta
would also have softened hermetic repo/OpenShell E2E — add a scoped
live_advisory input that only covers the live-provider suite jobs and
narrow the umbrella fail-fast exclusion to those job names. Evidence
reuse now also runs the macOS source-version consistency check against
the target (release-preflight --macos-versions-only) so version-stamp
deltas cannot reuse evidence while version surfaces disagree.
Codex review findings: evidence reuse must not let a default-input run
stand in for a focused provider/mode/filter/package-spec run, and
recorded child runs can be re-run to failure while the parent stays
green. Manifests now record validationInputs; the resolver requires an
exact input match and healthy child runs, and the summary re-verifies
the chain root plus its recorded children. Reuse-mode evidence dispatch
notes now disclose the chain-root relationship.
- Full Release Validation now checks for a prior green validation whose
target differs only by release metadata (changelog/version stamps) and
reuses that evidence instead of re-running every lane; disable with
reuse_evidence=false. Evidence manifests chain through reuse runs via
evidenceReuse.runId and the summary re-verifies the chain root.
- The Docker runtime-assets preflight no longer serializes the CI,
plugin-prerelease, release-checks, and performance lanes; it runs in
parallel and stays enforced by the umbrella verifier.
- Umbrella runs for release/* refs now supersede in-progress runs with
the same ref and rerun group instead of requiring manual cancels.
- release_profile=beta treats the live-provider E2E suites as advisory
(third-party model deployments move underneath releases); stable and
full profiles keep them blocking, and beta live failures no longer
fail-fast-cancel the remaining release-check matrix.
