state DB: stable event identity, closed action/status/error vocabularies,

retention, audit.list gateway RPC and openclaw audit CLI. Squashed from
the 82-commit audit stack for replay onto current main.
* feat(audit): add audit.enabled config gate (default on)
The metadata-only audit ledger records by default: an audit trail enabled
only after an incident cannot explain the incident, and the rows are
strictly less sensitive than the transcripts every install already
stores. audit.enabled=false stops new writes at the gateway subscription
seam; audit.list and openclaw audit keep serving existing records until
they expire. Documented in the configuration reference, protocol page,
and CLI reference.
* fix: repair full-matrix CI findings after rebase
- break the dynamic-tools/dynamic-tool-execution import cycle by
extracting resolveCodexToolAbortTerminalReason into a leaf module
- restore main's session-worktree protocol exports lost in the
index.ts auto-merge
- register the audit event writer worker as a knip entry point
- docs table formatting; subagent wait-cancellation test scoped to its
audit intent (outcome + timing) and advanced past main's new
lifecycle-timeout retry grace
* feat(gateway): add device.pair.setupCode RPC for connect QR
The OpenClaw mobile/companion app scans a pairing setup code to connect to the gateway, but that code + QR could only be produced by the openclaw qr CLI (ASCII to stdout). Non-terminal clients driving onboarding had no way to display the connect QR.
Add a device.pair.setupCode gateway method that reuses resolvePairingSetupFromConfig + encodePairingSetupCode + renderQrPngDataUrl to return { setupCode, qrDataUrl?, gatewayUrl, auth, urlSource }. The embedded setup code mints a short-lived bootstrap token that hands off broad operator scopes (read/write/approvals/talk.secrets), so the method requires operator.admin (matching the wizard methods a companion already uses) and is not advertised. auth is a label only; the gateway credential is never returned, and an oversized QR is omitted so the response always satisfies the result schema.

Add a bounded `chat.message.get` gateway method so Control UI can fetch one display-normalized transcript message by id when an assistant history preview was truncated. Keep `chat.history` lightweight, reject oversized/hidden/missing rows with explicit unavailable reasons, and wire the WebChat side reader to request full content only for visible truncated assistant messages.
Also refresh the generated Swift gateway protocol models and document the new assistant-message side-reader behavior.

Adds a Dreaming-tab agent selector and propagates the selected agent through Dreaming status, diary, and diary actions while preserving default-agent fallback when agentId is omitted. Also keeps report Memory Palace cards in the Control UI wiki-preview flow and documents the optional Dreaming agentId gateway parameters.

Default Usage now requests all configured agents with `agentScope: "all"`, while selecting a specific agent sends `agentId` consistently to both session usage and cost usage calls. The gateway now supports explicit all-agent session usage, aggregates all-agent cost summaries across configured agents, and keeps scoped cache entries separate. Legacy gateway fallbacks remain for older `agentId` / `agentScope` support, with protocol docs/schema and Swift generated models updated.

Add read-only MCP visibility to `tools.effective` by projecting MCP tools only after a session catalog has already been warmed by an agent turn. Keep the gateway additive: no `tools.effective.refresh`, no forced MCP startup, and no behavior change for MCP loading.

Route managed LaunchAgent package self-updates through the post-exit CLI handoff path and persist handoff helper failures through the update restart sentinel so agent-invoked updates cannot stay pending indefinitely.
Add handoff ownership guards for stale helpers, atomic helper sentinel writes, and regression coverage for unrelated and newer pending sentinels.
