* refactor(diffs): move ephemeral artifacts to SQLite

* fix(plugin-state): satisfy SDK validation gates

* test(diffs): satisfy lint contracts

* fix(plugin-state): count expired blobs toward quotas

* fix(plugin-state): harden blob storage boundaries

* fix(plugins): replace stale install provenance
