* feat(cli): claw-snip spinner for wizard long-running steps

Rich interactive terminals get a tiny snipping crab claw — (\/) (||)
(--) — as the wizard spinner, tinted in the mascot's coral accent.
Same species as the pixel banner, four columns tall. CI, non-TTY, and
plain terminals keep clack's default spinner.

* fix(cli): satisfy oxlint on the claw-spinner TTY gate
