Quarantine malformed persisted cron rows before sanitizing active jobs.json. Preserve raw malformed rows plus split runtime metadata in jobs-quarantine.json so later cron writes cannot silently delete recoverable data. Doctor now reports quarantine sidecars for manual review. Closes #51871. Thanks @yfge.
