Peter Steinberger 62c71c7b23 fix(control-ui): defer local media checks until preview roots load (#115672) ...

Carry forward Brandon Zarnitz original bootstrap fix into the current Control UI owner modules. Keep the authenticated Gateway authoritative until preview roots arrive and preserve populated-root denials. Add fail-first regressions, real Chromium audio/image and denial flows, and ticket/authentication proof.

Fixes #67915
