Sulaga 2b51c255f8 feat(tencent): add Tencent Hy3 provider (TokenHub and TokenPlan) (#99076 )

- Merged feat(tencent): add Tencent Hy3 provider (TokenHub and TokenPlan) after ClawSweeper review.

Provider directory

OpenClaw can use many LLM providers. Pick a provider, authenticate, then set the default model as provider/model.

Quick start

Authenticate with the provider (usually via openclaw onboard).
Set the default model:
